Identity thieves use personal information stolen from other people to obtain benefits from the government. These benefits may include tax refunds, Medicare benefits and Social Security benefits.

Identity theft associated with government benefits occurs when an identity criminal uses a victim's identity to get government services or payouts. A Social Security number, Social Security card or Medicare card are key to obtaining government benefits, such as health care. Government benefits fraud also includes obtaining tax rebates and refunds with false information in the name of a victim. Sometimes, identity criminals fraudulently obtain state welfare payments or qualify for state health benefits under a victim's name.

Benefits fraud also refers to cases in which material facts on applications are omitted or misrepresented. This may apply to immigration or other benefits that the person to which the person may not be entitled, such as United States citizenship or political asylum.
